Anthony Weller, P.E., P.L.S.
President
Mr. Weller brings extensive management and design experience from numerous land surveying, land use planning, and civil engineering projects. He has over 44 years of experience in roadway and transportation projects; storm water management and flood control facilities; sanitary sewer and water distribution systems; and site development for parks, residential, commercial and industrial projects. Management experience includes multi-discipline consultant and contractor teams for complicated land use, design and construction projects for public and private clients. This experience includes working two City Engineering departments, volunteer/elected positions serving the City of Tualatin and Washington County area and over 32 years as a principal at CESNW, Inc.
Paul Kohn, P.L.S.
Surveyor Manager
Mr. Kohn has over 30 years of experience in land surveying that includes: boundary and topographic surveys; right of way surveys; ALTA surveys; subdivision, partition and condominium plats; construction staking; legal descriptions; GPS control networks; and RTK surveying. Project experience includes roadway and transportation; schools, commercial and industrial site development; utility infrastructure; and all aspects of residential projects. Mr. Kohn is an expert in robotic and construction surveying techniques. He is also an expert in producing mapping products with AutoCAD/Civil 3D software in the format requested by the Client.

Ben Mealue E.I.T.
Project Designer/Inspector
Mr. Mealue has more than 14 years of local experience in project management and engineering, and has been actively involved in a variety of construction roles. Starting out in a family owned construction company, Mr. Mealue has performed all aspects of site and utility construction. After completing his education he worked 2 years in geotechnical engineering. At CESNW, Mr. Mealue has performed street and utility designs, grading and erosion control plans as well as construction inspection and observation.
Jesse Heldstab, L.S.I.T. (MT)
Survey Technician
Mr. Heldstab has over 10 years of experience in surveying that includes: boundary surveys; topographic surveys; construction staking; corner restorations; legal descriptions; GPS and RTK surveying utilizing Trimble, Topcon, and Leica field equipment. Mr. Heldstab is proficient with AutoCAD/Civil 3D; ArcGIS and Microsoft Office Suite. Mr. Heldstab experience includes transportation, utility replacement, and site development projects as well as FEMA elevation certificates and ALTA surveys.
Jerreme Wilburn
Survey Party Chief/Technician
Mr. Wilburn brings over 25 years of survey experience that includes topographical surveys, ALTA surveys, condominium surveys, horizontal and vertical control surveys, construction staking, boundary, and GPS Control surveys. Mr. Wilburn has worked on a wide variety of projects including transportation, utility construction, commercial and residential development, ALTA surveys, and FEMA elevation Certificates.

Hayli Walker
Planner
Ms. Walker has over 26 years of experience in land use planning, with a degree in geography from Southern Oregon University. Ms. Walker’s experience includes land use and zoning code research, site feasibility studies, neighborhood meetings, preparation narratives for land use applications, preliminary site layouts, and permitting on a variety of urban and rural projects. Ms. Walker is proficient in AutoCAD/Land Desktop/Civil 3D software for land use planning and concept mapping.
She is also a member of the Newberg Community Foundation, a local organization that provides grant funds to community enhancement projects and programs in Newberg and Dundee.
Barb Weller
Accounting & Fun Manager
Ms. Weller has over 26 years in the construction industry and has experience in contract administration, accounting functions and administrative support to project managers. Her construction expertise includes contract compliance and project accounting for industrial site development projects, commercial tenant improvements, and move coordination/staging for public school renovation projects.
She provides oversight to all administrative and FUN functions at CES|NW, Inc. She is a hands-on Nana and hosts regular family dinners filled with games and laughter. She is an avid tennis player, wine enthusiast, loves football and enjoys watching her grandchildren’s love for ballet, akido, and football blossom through their efforts.
She is also a family-to-family facilitator with NAMI as their family, like so many, are learning to live and love through this reality with greater understanding.
